De beleidsdoelstellingen van de EU voor het wegvervoer zijn het bevorderen van efficiënte diensten voor goederen- en personenvervoer over de weg, het scheppen van eerlijke concurrentievoorwaarden, het bevorderen en harmoniseren van veiligere en milieuvriendelijkere technische normen, een zekere fiscale en sociale harmonisatie verzekeren en garanderen dat de regels voor wegvervoer doeltreffend en zonder discriminatie worden toegepast.
