Het doel van de Europese Unie is om veiligheid te stimuleren, toegang tot de maritieme vervoersmarkt te vrijwaren, administratieve lasten te verminderen, piraterij en terrorisme tegen te gaan, sociale condities te verbeteren en passagiersrechten te beschermen. Daarnaast wil het de competitieve positie van de binnenvaart promoten en versterken en haar integratie in de intermodale logistieke keten faciliteren.

Maritiem vervoer maakt handel en contacten tussen alle Europese landen mogelijk. Het zorgt voor de zekerheid van de levering van energie, voedsel en grondstoffen en is het belangrijkste middel voor Europese import en export naar de rest van de wereld. De binnenvaart speelt een belangrijke rol voor het goederentransport in Europa en wordt gekarakteriseerd door haar betrouwbaarheid, energie-efficiëntie en capaciteit tot grotere exploitatie.
