Inleiding
An EMJMD is a high-level integrated international study programme of 60, 90 or 120 ECTS credits, delivered by an
international consortium of HEIs from different countries and, where relevant, other educational and/or non-educational
partners with specific expertise and interest in the study areas/professional domains covered by the joint programme. Their
specificity lies in the high degree of jointness/integration and the excellent academic content and methodology they offer.
There is no limitation in terms of discipline.
Doelstellingen
Erasmus Mundus Joint Master Degrees (EMJMD) aim to:
- foster quality improvements, innovation, excellence and internationalisation in higher education institutions (HEI);
- increase the quality and the attractiveness of the European Higher Education Area (EHEA) and supporting the EU's external action in the higher education field, by offering full degree scholarships to the best Master students worldwide;
- improve the level of competences and skills of Master graduates, and in particular the relevance of the Joint Masters for the labour market, through an increased involvement of employers.
The main changes compared to the 2016 call for proposals are the following:
- Eligible proposals will be assessed against all award criteria in a "one-step" evaluation process.
- Only projects that have passed the minimum threshold of at least 75% (30 points) under the award criterion "Relevance of the project" and obtain a total of at least 70 points for all award criteria will be assessed against the additional criterion for targeted regions.
- The evaluation of the additional award criterion for additional scholarships for targeted regions of the world ("Heading 4" & "EDF") has been simplified and its pertinence will be assessed on a "Yes/No" basis.
- Additional scholarships ("Heading 4") are available for the eight targeted regions: Eastern and Southern Neighbourhood countries, South Africa, Gulf Countries, Asia, Central Asia and Latin America. In addition, the "EDF" funds are available for additional scholarships for the Africa-Caribbean-Pacific countries.
- In order to be considered for funding, projects must have scored least 75% (30 points) under the award criterion "Relevance of the project" and obtain a total of at least 70 points for all award criteria.
Budget
The 2017 annual work programme for the implementation of Erasmus+ assigns a budget of around EUR 113 million (including the credits for additional scholarships for target regions of the world – "Heading 4" and "EDF") and envisages selecting around 40 Erasmus Mundus Joint Master Degrees under this call for proposals.
Begunstigden
The EMJMD consortium is composed of the:
Applicant/coordinator: a higher education instution (HEI) established in a Programme Country that submits the project proposal on behalf of all the partners. When the EMJMD is granted, the applicant/coordinator will become the main EU grant beneficiary and will sign a multi-beneficiary grant agreement on behalf of the EMJMD consortium. Its coordinating role stands for the following duties:
- represents and acts on behalf of the group of participating organisations vis-à-vis the European Commission;
- bears the financial and legal responsibility for the proper operational, administrative and financial implementation of the entire project;
- coordinates the EMJMD in cooperation with all other project partners.
Partners: degree-awarding HEIs recognised as such by the relevant authorities of the Programme or Partner Country in which they are established and any private or public organisation that contributes actively to the preparation, implementation and evaluation of the EMJMD. Each partner must sign a mandate by which the signatory grants power of attorney to the coordinator to act in its name and on its behalf during the implementation of the project.
Associated partners (optional): additionally the EMJMD study programme may also benefit from the involvementof associated partners. These organisations contribute indirectly to the implementation of specific tasks/activitiesand/or support the dissemination and sustainability of the EMJMD. Such contribution may for example take theform of knowledge and skills transfer, the provision of complementary courses or backing possibilities forsecondment or placement. For contractual management issues, “associated partners” are not considered as partof the EMJMD consortium because they have a more limited role in the implementation of the EMJMD, as theirexpertise is called upon on an ad-hoc basis.

Erasmus+ Onderwijs en Opleiding
Inleiding
Het Erasmus+ programma beoogt de educatieve, beroeps- en persoonlijke ontwikkeling van personen in onderwijs, opleiding, jeugdzaken en sport te ondersteunen en hiermee bij te dragen aan duurzame groei, hoogwaardige werkgelegenheid en sociale samenhang. Daarnaast moet het innovatie stimuleren en de Europese identiteit en actief burgerschap versterken.
Meer specifiek richt het programma onderwijs zich op de bevordering van de leermobiliteit van individuele personen en groepen, evenals samenwerking, kwaliteit, inclusie en rechtvaardigheid, excellentie, creativiteit en innovatie op het niveau van organisaties en beleid op het gebied van onderwijs en opleiding
Doelstellingen
De leermobiliteit van individuen bevorderen, evenals samenwerking, inclusie, uitmuntendheid, creativiteit en innovatie op het niveau van organisaties en beleid op het gebied van onderwijs en opleiding.

Kernactiviteit 1 - Steun voor:

mobiliteit van studenten en personeel in het hoger onderwijs

mobiliteit van leerlingen en personeel in het beroepsonderwijs en de beroepsopleiding

mobiliteit van scholieren en personeel

mobiliteit van lerenden en personeel in de volwasseneneducatie

mogelijkheden om talen te leren, met inbegrip van de activiteiten ter ondersteuning van de mobiliteit
Kernactiviteit 2 - Steun voor:

partnerschappen voor samenwerking en uitwisseling van praktijken, met inbegrip van kleinschalige partnerschappen ter bevordering van een bredere en meer inclusieve toegang tot het programma

partnerschappen voor excellentie, met name Europese universiteiten, centra voor beroepsonderwijs en gezamenlijke masteropleidingen

partnerschappen voor innovatie ter versterking van het innovatievermogen van Europa

onlineplatforms en -instrumenten voor virtuele samenwerking, met inbegrip van de ondersteunende diensten voor eTwinning en voor EPALE, het elektronische platform voor volwasseneneducatie in Europa
De acties in het vet en cursief worden beheerd door EPOS, de andere worden rechtstreeks ingediend bij EACEA.

de opstelling en uitvoering van de algemene en sectorale beleidsagenda's van de Unie op het gebied van onderwijs en opleiding, onder meer met steun van het Eurydice-netwerk of de activiteiten van andere relevante organisaties

de ondersteuning van instrumenten en maatregelen van de Unie die de kwaliteit, de transparantie en de erkenning van competenties, vaardigheden en kwalificaties bevorderen

de beleidsdialoog en de samenwerking met de belangrijkste belanghebbenden, waaronder EU-wijde netwerken, Europese niet-gouvernementele organisaties en internationale organisaties op het gebied van onderwijs en opleiding

maatregelen die bijdragen tot de kwalitatieve en inclusieve uitvoering van het programma

verspreidings- en bewustmakingsactiviteiten over de Europese beleidsresultaten en -prioriteiten, alsook over het programma
Jean Monnet-acties
Het programma ondersteunt het onderwijs, het leren, het onderzoek en de debatten over de Europese integratie door middel van de volgende acties:
- Jean Monnet-activiteiten op het gebied van het hoger onderwijs;
- Jean Monnet-activiteiten op andere onderwijs- en opleidingsgebieden;
- steun voor de volgende instellingen die een doelstelling van Europees belang nastreven: het Europees Universitair Instituut in Florence, met inbegrip van de School voor transnationale governance; het Europacollege (Brugge en Natolin-campussen); het Europees Instituut voor bestuurskunde in Maastricht; de Academie voor Europees recht in Trier; het Europees Agentschap voor bijzondere behoeften en inclusief onderwijs in Odense en het Internationaal Centrum voor Europese opleiding in Nice.
