Internal Security Fund Police - Interconnecting Passenger Information Units (PIUs) to facilitate the exchange of PNR data (ISFP-2016-AG-PNR-01)




In complementarity with actions funded through the ISF-Police 2014 AWP and the national programmes, support will be provided to information exchange and in particular interconnection of and data exchange between national PIUs. This includes activities such as the setting-up of secure communication channels between PIUs for the exchange of such information, the development of appropriate data formats and the drafting of guidelines for this exchange. Member States most advanced in this field will be encouraged to apply for funding aimed at increasing the sharing of experience and knowledge. The present Call for Proposals aims at funding projects in the area of law enforcement information exchange. Project applications submitted under the present Call for Proposals must address the priority of improving law enforcement information exchange by interconnecting PIUs to facilitate the exchange of PNR data among Member States and with Europol. This priority follows the joint statement of EU Ministers for Justice and Home Affairs and representatives of EU institutions on the terrorist attacks in Brussels on 22 March 2016, as well as the obligations flowing for Member States from the PNR Directive. This includes transnational projects aiming at identifying or setting up secure communication channels between PIUs for the exchange of PNR information, the development of appropriate data formats and the drafting of guidelines for this exchange, including funding operational meetings, pilot projects and test runs. To meet this priority, projects must aim to ensure effective and adequate safeguards for protection of personal data and to achieve one or both of the following outcomes (specific objectives):

  • establishing an information exchange and cooperation network between national PIUs and between these and the designated competent authorities entitled to request and receive PNR data or the result of processing those data, thereby fostering cooperation among law enforcement authorities;
  • establishing an information exchange and cooperation network between national PIUs and Europol (in particular Europol's Secure Information Exchange Network Application – SIENA);

 Any action under this Call for Proposals shall respect and shall be implemented in line with the rights and principles enshrined in the Charter of Fundamental Rights of the European Union. Applications should pay appropriate attention to the effects of the project on individual rights and freedoms, as well as to possible remedies. In addition, any action under this Call for Proposals should comply with all relevant ethical principles and all applicable international, EU and national law on ethical issues while carrying out the project.


The total budget earmarked for the co-financing of projects is estimated at EUR 3 800 000.

Het hoofddoel van het Fonds voor Interne Veiligheid is het waarborgen van een hoog niveau van veiligheid in de Unie. Het programma moet enerzijds de aanpak van terrorisme, georganiseerde misdaad en cybercriminaliteit versterken. Anderzijds wil het ook slachtoffers van misdrijven bijstaan en beschermen.

  • Intensiveren van grensoverschrijdende gezamenlijke operaties tussen en binnen de rechtshandhavings- en andere bevoegde autoriteiten van de Unie met betrekking tot zware en georganiseerde criminaliteit;
  • Ondersteunen van versterking van de capaciteit met betrekking tot het bestrijden en voorkomen van criminaliteit, met inbegrip van terrorisme, met name door intensievere samenwerking tussen overheidsinstanties, het maatschappelijk middenveld en particuliere partners in de lidstaten.
