Zambia: Non State Actors and Local Authorities in Development 2011-2012

The global objective of this Call for Proposals is: To strengthen Local Authorities in Zambia as a precondition for a more equitable, open and democratic society, as well as strengthen their capacity to deliver services to the citizens and in particular the most disadvantaged groups of the population. 

The specific objectives of this Call for Proposals are:

• Local authorities' have delivered improved services in the areas of preventive health, water and sanitation and waste management and strengthened their respective capacity.

• Participation of communities in local governance is strengthened and government's accountability at local level is enhanced.

In order to be eligible for a grant, applicants must:

• be legal persons and

• be non profit making and

• be Local Authorities (LA) or associations of Local Authorities from a Member State of the European Union or from Zambia, constituted in accordance with the Legislation in force in the Country concerned and

• be established in a Member State of the European Union and/or Zambia. This obligation does not apply to international organisations and

• be directly responsible for the preparation and management of the action with their partners, not acting as an intermediary.

• Local authorities from a member State of the European Union can only be considered eligible when the action is based on an initiative of local authorities` partners and ensure their involvement during all stages of the action implementation. Local authorities originating from the EU which propose an action must demonstrate an established and effective partnership with local authorities in Zambia. 

 

The overall indicative amount made available under this Call for Proposals is EUR 1,600,000.

Size of grants: Any grant requested under this Call for Proposals must fall between the following minimum and maximum:

The Overall objectives of this Call for Proposals are to improve science and technology research to contribute to African sustainable development through:

innovatively and sustainably  building Africa’s research capacities through direct funding of the AU Science and Technology Policy, particularly the implementation of the Consolidated Plan of Action (CPA) and its lighthouse projects; and

enhancing intra-regional scientific research collaboration and cooperation that contributes to Africa’s sustainable development

 The Specific objective of this Call for Proposals is to award grants to finance research projects in the fields of (a) Post-harvest and Agriculture, (b) Renewable and Sustainable Energy, or (c) Water and Sanitation. It is highly envisaged that the deployment and the improvement of science and technology research in these challenging areas will effectively contribute to Africa’s poverty reduction strategies, economic growth and social development efforts.

The impact and expected results on the specific objectives of this Call for Proposal addressed by the main axis research actions are:

­ Enhanced Food security and Food safety;

­ Better adapted renewable and sustainable energy technologies; and

­ Improved integrated water resources and waste management

 

- be legal persons  and

- be nationals  of African Union , ACP, EU Member States, Least Developed Country as defined by the United Nations (LDCs), European Economic Area (EEA) Member States,  one of the official EU candidate countries or, for proposed actions taking place in at least one LDC, reciprocal access shall be granted to the members of the OECD/Development Assistance Committee and

- be directly responsible for the preparation and management of the action with their partners, not acting as an intermediary and

- be registered locally in ( or have a memorandum  of understanding in relevant research areas, with) an eligible African country prior to the publication of this call for proposals and

- have at least a three-year record in the formulation and/or implementation of research activities in Africa for which they will have to provide the relevant legal documents and

- be able to demonstrate their experience and capacity to manage activities corresponding in scale and complexity to those for which a grant has been requested and

- have stable and sufficient sources of finance to ensure the continuity of their organisation throughout the implementation of the proposed action and

- belong to consortia of scientists as explained under 2.1.2 (2)- composition of partnerships. and

- belong to at least one of the following categories:(a) National or regional science and technology organizations, research institutions, universities, government ministries or public institutions dealing with scientific research  including  regional science and technology institutions, with separate legal status, not belonging to any national system but formally recognised by one of the eligible countries; or (b) Established science and technology networks provided that: all network members and the network headquarters are located in eligible countries; the network has a legal status; the network is applying in its own right; and the network has been registered for a minimum of two years; 

 

The overall indicative amount made available under the 2012 Second Call for Proposals is EUR 7,000,000 and will be distributed across the priority thematic areas as follows:

The EU Partnership for Peace Programme

he global objective of this Call for Proposals is to help support the conditions for a negotiated solution and provide a solid foundation at civil society and intergovernmental level for a just and lasting peace in the Middle East, by strengthening and increasing direct civil society relationships and inter-agency/intergovernmental co-operation based on equality and reciprocity between communities affected by the conflict (Palestinians and Israelis, including the Arab minority in Israel, and neighbouring Arabs). 

The specific objective of this Call for Proposals is to strengthen civil society actions aimed at promoting peace and confidence building in order to broaden the base of support to a negotiated solution of the conflict. The programme intends to support practical actions aiming at building mutual trust, building capacity for conflict resolution, launching joint development initiatives, and empowering marginalized groups. 

Priority 1. Cross community cooperation: Joint concrete actions for socio-economic development Definition Actions under this priority shall address local practical and strategic needs in terms of development and quality of life, likely to produce tangible results for peaceful coexistence.

Actions shall promote and include people-to-people cooperation on shared interests, while focusing on specific issues such as environment, health, water management, municipality issues, community development, business, etc. 

Target groups: The target groups could be: local communities, grass roots organisations or movements and local authorities.  Single groups, such as youth, women, professionals, local decision-makers, farmers, etc., can be put in focus. Actions involving local communities as a whole, thus producing multilevel and long term impact, will be particularly encouraged. 

Mandatory requirements: Actions under this priority must propose joint action between Jewish and Arab communities at national and/or cross-border level.

Priority 2. Peace building education, communication and confidence building

Definition

Actions under this priority shall promote tolerance, mutual understanding and confidence both internally (national reconciliation) and externally (cross-border level).

Actions shall cover the following areas of intervention:

- Capacity building and activities promoting non-violent approaches to conflict resolution;

- Educational programmes designed to address attitudes, stereotypes, prejudices, and to raise awareness of the "other's" narrative;

- Joint cultural and entertainment activities 

Actions under this priority can be undertaken either at country (national or local) or cross-border level. 

Target groups

The target groups could be: local communities, grass roots organisations or movements, local governments, official and unofficial opinion formers, leaders, public persons, students, media, youth and women's organisations, non-violent movements, etc. 

Actions targeting significant and radical communities/parties who would not usually be involved in such activities are particularly encouraged. Focusing on youth is an added value. 

 

Priority 3. Awareness raising of leaders and opinion-formers, public opinion and media through increased involvement of women in the peace and security sphere

Definition

In the spirit of the Comprehensive Approach to the EU Implementation of the United Nations Security Council Resolutions 1325 and 1820 on Women, Peace and Security, actions under this priority will support women as active stakeholders.

 

Actions under this priority will explore political options in the framework of the two-state solution, which may be agreeable to all involved parties, as well as put into operation the existing visions of a future peaceful relationship between Israel, the oPt, and the Arab neighbours, through increasing knowledge and awareness of possible solutions to the conflict. These actions are intended to support leaders to work toward the

resolution of the conflict.

 

In order to be eligible for a grant, applicants must:

• be legal persons and

• be non profit making and

• be specific types of organisations such as: non-governmental organisations (for example, but not exclusively, organisations representing national and/or ethnic minorities, local citizens' group and traders' associations, cooperatives, trade unions, organisations representing economic and social interest, consumer organisations, women's and youth organisations, teaching, cultural research and scientific  organisations, universities, cross border associations, independent political foundations, community based organisations, and private sector agencies, institutions and organisations), public sector operators, local authorities, international (inter-governmental) organisations as defined by Article 43 of the Implementing Rules to the EU Financial Regulation 4 and 

• be nationals of a Member State of the European Union or one of the ENPI South Countries6 or a country that is beneficiary of Pre-Accession Assistance7 or a Member State of the EEA8 (this obligation does not apply to international organisations) and 

• be directly responsible for the preparation and management of the action with their partners, not acting as an intermediary

 

The overall indicative amount made available under this Call for Proposals is EUR 5,000,000. The Contracting Authority reserves the right not to award all available funds. 

Size of grants

Any grant requested under this Call for Proposals must fall between the following minimum and maximum amounts:

• minimum amount: EUR 100,000

• maximum amount: EUR 500,000

Any grant requested under this Call for Proposals must fall between the following minimum and maximum percentages of total eligible costs of the action:

• Minimum percentage: 50 % of the total estimated eligible costs of the action.

• Maximum percentage: 80 % of the total eligible costs of the action

Sri Lanka: Non-State Actors (NSA) and Local Authorities (LA) in Development

The thematic programme “Non-State Actors and Local Authorities in Development” is a development policy instrument of the European Consensus on Development. It replaced the NGO co financing and decentralised cooperation budget lines and has its legal basis in Article 14 of Regulation (EC) No 1905/2006 stablishing a financing instrument for development cooperation (DCI) .

This call for proposals is launched under the thematic programme ‘Non State Actors (NSA) and Local Authorities (LA) in Development'. It aims at co-financing initiatives proposed and carried out by civil society organisations originating from the EU and Sri Lanka in the areas of Sustainable Development and Poverty Reduction.

The 'NSA-LA in Development' thematic programme considers that there is a clear need to strengthen the capacity of local organisations in developing countries. It also seeks to inform citizens about their rights, to increase their capacity to understand the policies of their own government and policies of other global actors, and the impact of those policies on poverty and inequality. The call will provide Civil Society Organisations the space and opportunity to propose "actor-oriented" innovative actions, aimed at strengthening of civil society for a more equitable, open and democratic society.

The global objective of this Call for Proposals is: to support operations, which promote an inclusive and empowered society in Sri Lanka by 

(i) Benefitting populations excluded from main stream services, resources and excluded from policymaking processes;

(ii) Strengthening the capacity of civil society organisations of the targeted communities in Sri Lanka to become active participants in defining and implementing poverty reduction and sustainable development strategies.

(iii) Facilitating better cooperation and partnership between state and non-state actors for sustainable development and poverty reduction in Sri Lanka. 

The specific objectives of this Call for Proposals are:

· To create, strengthen and enable communities in the target areas who will actively analyse the causes of poverty and develop strategies to deal with them on a long-term basis.

· Civil society groups engage Local Authorities (LAs) in innovative partnerships for good governance and accountability in the targeted areas.

 

Thematic Priorities of this call for proposals:

· Inter and intra community involvement to promote reconciliation and collaboration for sustainable development.

· Advocate and foster a strong involvement of Local Authorities to promote good governance, accountability and services.

· Enable and integrate marginalised groups and individuals in the communities to contribute to them and their communities' development.

· Initiatives to promote access notably to markets, legal documents, land and livelihoods thereby promoting economic and social justice through empowerment.

· be Non-State Actors (NSA) constituted in accordance with the legislation in force in the applicant’s country of registration and

· be nationals of Sri Lanka or of a Member State of the European Union.

· either the applicant or at least one of its partners has its headquarters in Sri Lanka, and

· be directly responsible for the preparation and management of the action with their partners, not acting as an intermediary and

· be able to demonstrate previous experience in managing activities in the field of development of the kind covered by this programme. Applicants from a Member State of the European Union must have carried out such activities at least during the last three years at the time of the submission of an application, for applicants from Sri Lanka this requirement is limited to the last two years. 

 

The overall indicative amount made available under this Call for Proposals is EUR 2,134,000

Size of grants

Any grant requested under this Call for Proposals must fall between the following minimum and maximum amounts:

· minimum amount: EUR 150,000

· maximum amount: EUR 400,000

Minimum percentage: 55% of the total estimated eligible costs of the action.

European Voluntary Humanitarian Aid Corps

The objective of this call is to select pilot projects that will support the Commission in the process leading-up to the establishment of a European Voluntary Humanitarian Aid Corps

through the implementation of pilot actions. The pilot actions shall test some of the possible modules of the future Corps and inform the European Commission's work setting up the Corps.

For the purpose of this call, three different Lots shall be attributed to achieve results in the following areas:

• Lot 1: Strengthening resilience

• Lot 2: Building civil protection capacities

• Lot 3: Responding to disaster

The main expected results for all three lots are: 

• To provide opportunities for Europeans to engage as volunteers in humanitarian aid and / or civil protection activities outside the EU and to contribute to laying the grounds for a community of European volunteers active in this field;

• To develop training curricula for volunteers in humanitarian aid based on best practice of humanitarian organisations and with a particular focus on the European dimension;

• To add value to humanitarian aid operations in the fields of resilience, disaster risk reduction, crisis response and post crisis recovery through volunteering and by promoting partnerships between organisations active in humanitarian aid and / or civil protection operations;

• To strengthen local capacities in countries in order to support resilience and/or response to crisis.

Additional results expected for lot 2:

• To promote partnerships between humanitarian organisations and civil protection organisms;

• To provide support to structures involved in civil protection activities in countries outside the EU.

Additional result expected for lot 3:

• To provide opportunities for expertise from the EU public or private sector to be made available in crisis response.

For lot 1, the volunteers shall be contributing to strengthening resilience, i.e. building capacities in disaster risk reduction and post crises recovery. The deployment of volunteers should be for periods from 4 to 12 months.

In lot 2, volunteers shall have a background in civil protection and shall be deployed in projects aiming at contributing to building civil protection capacities in third countries. The deployment of volunteers should be for periods from 4 to 12 months5. The deployment of groups of trained civil protection volunteers is encouraged. Any specific training provided under the pilot projects should be complementary to the trainings organised under the Civil Protection Mechanism. In lot 1 and 2, volunteers will be working with local communities or local organisations such as local authorities (municipalities, provincial services), local NGOs etc. and preferably placed in those local organisations. 

 

 

For all three lots, in order to be eligible for a grant, applicants must:

2.1.1. be legal persons and

2.1.2. be non profit making and

2.1.3. be specific types of organisations such as: non-governmental organisations, public sector operators, local authorities, international organisations as defined by Article 43 of the Implementing Rules to the EC Financial Regulation3 and

2.1.4. be nationals4 of a Member State of the European Union (this obligation does not apply to international organisations) and 

2.1.5. be directly responsible for the preparation and management of the action with their partners, not acting as an intermediary and

2.1.6. have a proven track record of successful management and deployment of volunteers in third countries, including the last three years of operation (see section 3.3. of the application form).

 

 

The overall indicative amount made available under this Call for Proposals is EUR 2,450 000. The Contracting Authority reserves the right not to award part or all available funds.

The indicative amounts allocated to the different lots is as follows:

• Lot 1: 1,350 000 €

• Lot 2: 675,000 €

• Lot 3: 425,000 €

The maximum amount awarded per proposal will be EUR 675,000 for lot 1 and 2, EUR 425,000 for lot 3.

The maximum EU funding rate (percentage applied to the total eligible costs according to the project budget) is 80% per proposal.

Erasmus Mundus 2012: Bevordering van het hoger onderwijs in Europa (actie 3)

Het Erasmus Mundusprogramma  heeft  als  algemeen  doel  de  kwaliteit  van  het  hoger  onderwijs  in  Europa  te bevorderen, de  loopbaanperspectieven van studenten te verbeteren  en  het  interculturele  begrip  te bevorderen door  samenwerking  met  derde  landen  in  overeenstemming  met  de  EU-doelstellingen voor  extern  beleid teneinde  bij te  dragen  tot  een  duurzame  ontwikkeling  van  derde landen  op  het gebied van hoger onderwijs.

ACTIE 3 - BEVORDERING VAN HET HOGER ONDERWIJS IN EUROPA
Deze  actie  heeft  tot  doel  het  hoger  onderwijs  in  Europa  te  bevorderen  via  maatregelen  die  de aantrekkelijkheid, het profiel, het imago, de zichtbaarheid en de toegankelijkheid ervan verbeteren.

Actie   3   ondersteunt   transnationale   initiatieven,   studies,   projecten,   evenementen   en   andere activiteiten  die  verband  houden  met  de  internationale  dimensie  van  alle  aspecten  van  het  hoger onderwijs.  Dit  betreft  promotie,  toegankelijkheid,  kwaliteitsborging,  de erkenning van studiepunten, de erkenning van Europese kwalificaties elders in de wereld en de onderlinge erkenning van kwalificaties met derde landen, leerplanontwikkeling, mobiliteit, de kwaliteit van de diensten, enz.

De  activiteiten  kunnen  diverse  vormen  hebben  (conferenties,  seminars,  workshops,  studies, analysen,  proefprojecten,  prijzen,  internationale  netwerken,  de  productie  van  materiaal  voor publicatie, de ontwikkeling van ICT-instrumenten, enz.) en overal ter wereld plaatsvinden.

 


 

Eligible beneficiaries / participating organisations:
– The applicant/coordinating institution must come from a European country
– Networks of HEIs will be considered as one single participating organisation;
– Eligible participating organisations include:
o Higher education institutions (HEIs) from all countries of the world;
o Erasmus Mundus consortia;
o Public or private bodies active in the field of higher education from all countries of the world;
o Erasmus Thematic Networks selected under the Erasmus strand of the Lifelong Learning Programme (these will be considered as a single participating organisation).

National organisations acting in their capacity as Erasmus Mundus National Structures are not eligible to participate in Action 3 attractiveness projects.

Minimum partnership composition:
The minimum partnership is composed of:
- for Enhancing attractiveness/promotion projects, eligible participating organisations from at least three eligible applicant countries 72 and from at least one third country;
– for Internationalisation of Erasmus Thematic Networks, the Network and 15 eligible participating
organisations representing at least 10 different third countries.

Deze oproep tot het indienen van voorstellen beoogt de selectie van een vijftal projecten. Het totale budget dat voor de medefinanciering van projecten in het kader van deze oproep tot het indienen van voorstellen is uitgetrokken, beloopt 1,5 miljoen euro. De hoogte van de toegekende subsidies zal aanzienlijk variëren naargelang de omvang van de geselecteerde projecten (gewoonlijk tussen de 100 000 en 350 000 euro). De financiële bijdrage van het Agentschap bedraagt maximaal 75% van de totale subsidiabele kosten.

Erasmus Mundus 2012: Partnerschappen (actie 2)

Het Erasmus Mundusprogramma  heeft  als  algemeen  doel  de  kwaliteit  van  het  hoger  onderwijs  in  Europa  te bevorderen, de  loopbaanperspectieven van studenten te verbeteren  en  het  interculturele  begrip  te bevorderen door  samenwerking  met  derde  landen  in  overeenstemming  met  de  EU-doelstellingen voor  extern  beleid teneinde  bij te  dragen  tot  een  duurzame  ontwikkeling  van  derde landen  op  het gebied van hoger onderwijs.

ACTIE 2 – ERASMUS MUNDUS PARTNERSCHAPPEN

Deze actie heeft tot doel een gestructureerde samenwerking tussen instellingen voor hoger onderwijs in Europa en derde landen te bevorderen door op alle studieniveaus de mobiliteit te stimuleren van studenten  (bachelor  en  master), doctoraatskandidaten, onderzoekers en academische  en administratieve medewerkers (regio’s en partijen omvatten niet noodzakelijk alle soorten mobiliteit).

Actie 2 – Erasmus Mundus Partnerschappen (EMA2) is opgesplitst in twee delen:
Erasmus Mundus Actie 2 – DEEL 1 – Partnerschappen met landen die onder het ENPI, DCI, EOF en IPA vallen (het vroegere onderdeel Externe Samenwerking);
Erasmus Mundus Actie 2 – DEEL 2 – Partnerschappen met landen en gebieden die onder het instrument voor geïndustrialiseerde landen (ICI) vallen.

Partnership composition
The minimum partnership will be constituted of:
- Five European Higher Education Institutions (HEIs) having awarded an Erasmus Charter from at least three European Union Member States plus;
- Higher Education Institutions (HEIs) from the third-countries targeted in the corresponding lot: the detailed information on the rules applicable to each of the lots is provided in the respective section of the annual Guidelines to the call for proposals.

In order to ensure sound management of the partnership by the applicant, the maximum size of the partnership is limited to 20 partners.

Het algehele bedrag dat onder deze oproep tot het indienen van voorstellen beschikbaar is gemaakt, bedraagt ongeveer 170,640 miljoen euro. Gestreefd wordt naar een mobiliteitsstroom van minimaal 6.210 personen.

Het bedrag dat voor EMA2-DEEL 1 beschikbaar is gemaakt, bedraagt 169,440 miljoen euro.Gestreefd wordt naar een mobiliteitsstroom van minimaal 6.185 personen.

Het bedrag dat voor EMA2-DEEL 2 beschikbaar is gemaakt, bedraagt 1,2 miljoen euro. Gestreefd wordt naar een mobiliteitsstroom van minimaal 25 personen.

Het Erasmus Mundusprogramma  heeft  als  algemeen  doel  de  kwaliteit  van  het  hoger  onderwijs  in  Europa  te bevorderen, de  loopbaanperspectieven van studenten te verbeteren  en  het  interculturele  begrip  te bevorderen door  samenwerking  met  derde  landen  in  overeenstemming  met  de  EU-doelstellingen voor  extern  beleid teneinde  bij te  dragen  tot  een  duurzame  ontwikkeling  van  derde landen  op  het gebied van hoger onderwijs.

ACTIE 1 - GEZAMENLIJKE PROGRAMMA’S VAN ERASMUS MUNDUS
Met  deze  actie  wordt  getracht  de  samenwerking  tussen  instellingen  voor  hoger  onderwijs  en  de wetenschappelijke  staf  in  Europa  en  derde  landen  aan  te  moedigen,  zodat  er  toonaangevende wetenschappelijke centra met hooggeschoold personeel tot stand kunnen komen. De actie bestaat uit twee onderdelen:
Actie 1A – Erasmus Mundusmasteropleidingen (EMMC’s); en
Actie 1B – Erasmus Mundus Gezamenlijke Doctoraatsprogramma’s (EMJD’s)

Deze  subacties  hebben  tot  doel  steun  te  bieden  aan  postdoctoraalprogramma’s  van  uitmuntende academische  kwaliteit,  ontwikkeld  door  consortia  van  Europese  universiteiten  en,  indien  van toepassing, universiteiten in derde landen, die zouden kunnen bijdragen tot grotere zichtbaarheid en aantrekkelijkheid van het hoger onderwijs in Europa. Dergelijke gezamenlijke programma’s moeten de  mobiliteit  tussen  de  universiteiten  die  deelnemen  in  de  consortia  vergroten  en  leiden tot de toekenning van erkende gezamenlijke, dubbele of meervoudige graden.

EMMC CONSORTIUM COMPOSITION
– The Consortium in charge of the implementation of the EMMC is composed of the applicant/coordinating institution and its partners. For contractual and financial management issues, “associated partners” are not considered as part of the consortium.
– The minimum eligible consortium consists of full-partner HEIs from three different European countries, at least one of which must be an EU Member State.

EMMC APPLICANT/COORDINATING INSTITUTION
– Applicants must be HEIs located in a European country and must be recognised as HEIs by the relevant authorities of the country in which they are located
– Please note that branches of third-country HEIs located in eligible applicant countries or branches of European HEIs located in third countries are not considered as eligible applicants.

EMJD CONSORTIUM COMPOSITION
– The consortium in charge of the implementation of the EMJD is composed of the applicant organisation and its partners. For contractual and financial management issues, “associated partners” are not considered as part of the consortium.
– The minimum eligible consortium consists of three full partner HEIs entitled to deliver doctorate degrees, located in different European countries, at least one of which must be an EU Member State.

EMJD APPLICANT / COORDINATING INSTITUTION
– Applicants must be either:
– a HEI located in a European country, entitled to deliver doctorate degrees and recognised as such by the relevant authorities of the country concerned a Doctoral/Graduate/Research School or Research Organisation located in a European country, entitled to deliver doctorate degrees and recognised as such by the relevant authorities of the country concerned.

Please note that (branches of) third-country HEIs located in eligible applicant countries or branches of European HEIs located in other countries are not considered as eligible applicants.

Deze oproep tot het indienen van voorstellen heeft geen rechtstreekse gevolgen voor de begroting
van 2012. De oproep beoogt de selectie:
- voor actie 1A (EMMC’s): ongeveer 15 nieuwe aanvragen en maximaal 23 aanvragen voor verlenging;
- voor actie 1B (EMJD’s): ongeveer 10 nieuwe aanvragen.

Voor elke geselecteerde aanvraag zal in de zomer van 2012 een kaderpartnerschapsovereenkomst voor de duur van vijf jaar worden afgesloten. Voor deze kaderovereenkomsten zullen jaarlijks, vanaf het academisch jaar 2013/2014, specifieke subsidieovereenkomsten worden toegekend, die enerzijds financiële steun behelzen aan de consortia die de gezamenlijke programma’s uitvoeren, en anderzijds een jaarlijks bepaald aantal individuele studiebeurzen aan masterstudenten, doctoraatskandidaten en wetenschappers uit de EU en uit derde landen.

DCI - Les Acteurs non Etatiques et les Autorités Locales dans le Développement – République Centrafricaine

L'objectif général du présent appel à proposition est de renforcer les capacités des ANE et des autorités locales, de manière à ce qu'ils puissent prendre une part active et effective à la mise en oeuvre des interventions définies dans le PIN, en particulier, et au développement de leur pays en général. 

L'objectif spécifique du présent appel à proposition est de promouvoir une société solidaire et autonome afin de : 

i) renforcer la société civile de la RCA et leurs autorités locales, en vue de faciliter leur participation à la réduction de la pauvreté de leurs populations ; 

ii) faciliter les interactions entre les différents acteurs et renforcer le rôle des autorités locales.   Afin de réaliser cet objectif, le programme couvrira des activités qui : i) renforcent le développement et les processus participatifs et l'inclusion de tous les acteurs, notamment les groupes vulnérables et marginalisés ;  

ii) appuient les processus de développement des capacités des acteurs concernés au niveau national, régional ou local ;

iii) facilitent la participation des citoyens aux processus de développement et renforcent leurcapacité d'action.

 

Les demandeurs doivent satisfaire aux conditions suivantes pour pouvoir prétendre à une subvention :

• être une personne morale (ou une entité n'ayant pas la personnalité juridique) et

• sans but lucratif et

• avoir la nationalité89 d’un Etat membre de l’Union européenne ou de la République Centrafricaine,

• être directement chargés de la préparation et de la gestion de l’action avec leurs partenaires et ne pas se limiter à un rôle d’intermédiaire,

• être un acteur non étatique(ANE) ou une autorité locale (AL) constitué(e) conformément à la législation en vigueur dans le pays concerné. Les ANE d’un Etat membre de l’Union européenne  doivent être enregistrés depuis trois ans au moins au moment du dépôt de la demande. À l’exception des entités mentionnées dans la note de bas de page n° 7, les ANE de la République Centrafricaine doivent être enregistrés depuis deux ans au moins au moment du dépôt de la demande;

• pour les ANE européens, prouver une relation de partenariat établie et effective avec les partenaires locaux en République Centrafricaine. 

 

Le nombre d'années d'expérience dans le domaine d'activité de l'action proposée ne constitueront pas un critère d'éligibilité mais ils seront considérés comme un critère d'évaluation.

 

Le montant indicatif global mis à disposition au titre du présent appel à propositions se monte à EUR 3.450.000 (3.000.000 EUR pour la ligne budgétaire 21.03.01 Acteurs non Etatiques + 450.000 EUR pour la ligne budgétaire 21.03.02 Autorités Locales).

• Pour la ligne budgétaire 21.03.01 (ANE), le montant indicatif se repartis en deux lots.

Le lot 1 est réservé pour les demandes des ANE de la République Centrafricaine.

Le lot 2 est réservé pour les demandes des ANE de l'UE.

EDF: Farm Income Diversification Programme (FIDP) – PHASE II

The overall objective of FIDP II is: “To contribute to the reduction of poverty in Malawi”, while the project purpose is: “To improve the livelihoods of rural households through the conservation of natural resources, diversification of agricultural production and increased agribusiness’. This is to be achieved by assisting smallholder farmers to consider farming as a business rather than a means of subsistence, while at the same time conserving and enhancing the natural resource base upon which production depends. Through an integrated approach the programme supports: the sustainable use of soil and water resources; a diversification and intensification of production (crop, livestock, aquaculture and other forms); the strengthening of farmer organisations; and the marketing of produce. The expected results of FIDP II are in two folds: the first set of results (1 to 4) aims at addressing issues that are more tangible and quantifiable in the field; whilst the second set of objectives (5 to 7) aims at addressing issues that are more qualitative and relating to community development and empowerment.

Result 1. Natural resources are managed sustainably.

Result 2. Post harvest storage and processing is improved.

Result 3. Smallholder agriculture productivity is increased and diversified.

Result 4. Agri-business is promoted.

Result 5. Capacities of FIDP communities, the Ministry of Agriculture, Irrigation and Water Development and other stakeholders are improved.

Result 6. The social development of FIDP Communities is enhanced.

Result 7. Coordination and knowledge management is improved.

The specific objective of this Call for Proposals is to select applicants that will assist in:

1) Improvement of post-harvest storage and processing;

2) Increasing and diversification of smallholder agriculture productivity; and

3) Promotion of agribusiness.

In order to be eligible for a grant, applicants must:

• be legal persons and

• be specific types of organisations such as: non-governmental organisations, public sector operators, local authorities, international (inter-governmental) organisations as defined by Article 43 of the Implementing Rules to the EC Financial Regulation3 or be a farmers' association or cooperative and 

• be nationals of a Member State of the European Union, official EU candidate countries, countries of the European Economic Area, an ACP state or a Least Developed Country as specified in the latest OECDDAC list of Official Development Assistance (ODA) recipient countries published on the following OEDIC DAC website link http:/www.oecd.org/dataoecd/32/40/43530882.pdf. This obligation does not  apply to international organisations and 

• be directly responsible for the preparation and management of the action with their partners, not acting as an intermediary and

• have stable and sufficient sources of finance to ensure the continuity of their organisation throughout the project and to play a part in financing it and

• have a presence in Malawi and

• have a sufficient documented experience in the related field of actions being proposed and

• be able to demonstrate capacity to manage large scale activity corresponding to the size of the project for which a grant is requested.

 

 

The overall indicative amount made available under this Call for Proposals is EUR 3,000,000 (three million Euros). The Contracting Authority reserves the right not to award all available funds. 

Size of grants; Any grant awarded under this Call for Proposals must fall between the following minimum and maximum amounts:

• minimum amount: EUR 900,000.

• maximum amount: EUR 1,000,000.
