Uitnodiging  tot  het  indienen  van  voorstellen  2012  voor  werkzaamheden  onder  contract  in  het kader  van  het  meerjarenprogramma  van  de  Gemeenschap  betreffende  de  bescherming  van  kinderen die  het  internet  en  andere  communicatietechnologieën  gebruiken  (Veiliger  internet)

Veiliger  internet  is  op  vier  actiepunten  gebaseerd:
a)   zorgen  voor  bewustmaking  van  het  publiek;
b)  bestrijden  van  illegale  online-inhoud  en  aanpak  van  schadelijk  onlinegedrag;
c)   bevorderen  van  een  veiligere  onlineomgeving;
d)  aanleggen  van  een  kennisbasis.

Actiepunten  1  en  2:   EUROPEES  NETWERK  VAN  CENTRA  VOOR  EEN  VEILIGER  INTERNET

Actie  1.1:  GEÏNTEGREERD  NETWERK:  CENTRA  VOOR  EEN  VEILIGER  INTERNET
Het  programma  ondersteunt  de  oprichting  van  Centra  voor  een  Veiliger  internet  in  Europa.  Doel  van die   centra   is   activiteiten   te   coördineren   en   een   aantal   verschillende   belanghebbenden  samen   te brengen  om  acties  te  ondernemen  en  kennisoverdracht  te  vergemakkelijken.

Alle  Centra  voor  een  Veiliger  internet  zullen  voorlichtingsmateriaal  ontwikkelen  en  campagnes  en voorlichtingsbijeenkomsten  organiseren  op  het  gebied  van  de  bewustmaking  van  kinderen  en  jongeren,  ouders,  zorgverleners,  maatschappelijk  werkers  en  leraren  om  kinderen  en  jongeren  in  staat  te stellen  op  verantwoorde  wijze  gebruik  te  maken  van  onlinetechnologieën.

De  voorlichtingsactiviteiten  zullen  gericht  zijn  op  zaken  die  verband  houden  met  schadelijke  inhoud, schadelijk  contact  en  schadelijk  gedrag. Ook  zal  aandacht  worden  besteed  aan  de  mogelijkheden  en  risico's  van  diensten  die  gebruik maken  van  nieuwe  distributievormen,  zoals  peer-to-peer-diensten,  breedbandvideo,  instant  messaging, chatrooms  en  sociale  netwerksites,  en  de  toegang  tot  webinhoud  en  interactieve informatie  en  communicatie,  die  alle  samenhangen  met  het  feit  dat  kinderen  snel  gebruik  zijn  gaan  maken  van  het internet,  mobiele  telefoons  en  spelcomputers. Bij  de  acties  wordt  een  verband  gelegd  met  aanverwante onderwerpen  op  het  gebied  van  de  bescherming  van  de  persoonlijke  levenssfeer  en  persoonsgegevens, consumentenbescherming,  informatie-  en  netwerkbeveiliging  (virussen,  spam).

Bovendien  moeten  de  Centra  voor  een  Veiliger  internet  ook  het  volgende  bieden:  a)  telefonische meldpunten  waar  het  publiek  illegale webinhoud  kan  melden  en/of  b)  hulplijnen  waar  ouders  en kinderen  advies  kunnen  krijgen  over  hoe  ze  kunnen  omgaan  met  schadelijke  contacten („grooming”), schadelijk  gedrag  (cyberpesten),  ongewenste  webinhoud  en  vervelende  of  angstaanjagende  ervaringen waarmee  kinderen  bij  het  gebruik  van  onlinetechnologieën  in  aanraking  komen.

De  taken  van  de  Centra  voor  een  Veiliger  internet  zijn  in  het  werkprogramma  nader  omschreven.Dit  onderdeel  van  de  uitnodiging  (actie  1.1:  GEÏNTEGREERD  NETWERK:  CENTRA  VOOR  EEN  VEILIGER INTERNET)  staat  alleen  open  voor  voorstellen  voor  de  oprichting  van  een  Centrum  voor  een  Veiliger internet  in  de  volgende  landen:  Cyprus,  Tsjechië, Denemarken,  Estland,  Frankrijk,  Griekenland,  IJsland, Italië,  Letland,  Litouwen,  Luxemburg,  Nederland,  Malta,  Portugal,  Slowakije,  Zweden,  Verenigd  Koninkrijk  en  Rusland.

De  uitnodiging  tot  het  indienen  van  voorstellen  staat  tevens  open  voor  landen  die  een  bilaterale overeenkomst  hebben  ondertekend  of  waarmee  onderhandelingen  zijn  gestart.
Financiering  tot  50 %  van  de  subsidiabele  kosten  (te  verhogen  tot  75 %  voor  overheidsinstanties, mkb-bedrijven  en  non-profitorganisaties).

Actiepunt  2:   BESTRIJDING  VAN  ILLEGALE  ONLINE-INHOUD  EN  SCHADELIJK  ONLINEGEDRAG

Actie  2.1:   GERICHT  PROJECT:  VERBETEREN  VAN  DE  IDENTIFICATIE  EN  ANALYSE  VAN  KINDERPORNO DOOR  RECHTSHANDHAVINGSINSTANTIES
In  het  kader  van  het  programma  worden  voorstellen  ingewacht  voor  één  gericht  project  dat  beoogt
a)   de  bestaande  internationale  databank  betreffende  seksuele  uitbuiting  van  kinderen  (op  beelden)  aan te  vullen  door  de  oprichting  van  een internationale  databank  betreffende  kinderporno  met  videobeelden  en  deze  te  ontwikkelen  (gebied  1);
b)  een  reeks  zoekmachines  op  te  zetten  (voor  het  volgen  van  inhoud)  die  geschikt  zijn  voor  de verschillende   protocollen   van   Peer2Peer-netwerken   en   de   oprichting   van   een   internationale Peer2Peer-databank;  gebruik  te  maken  van  deze  machines  door  de  EU-lidstaten  en  andere  landen aan  te  sluiten  (gebied  2);
c)   een  proef  te  ontwikkelen  waarmee  een  betrouwbare  hashcode  kan  worden  getest;  een  fingerprint- reeks  te  ontwikkelen  waarmee  het  opnieuw  uploaden  van  geïdentificeerd kinderpornomateriaal kan worden  voorkomen  (gebied  3).

Financiering  tot  50 %  van  de  subsidiabele  kosten  (te  verhogen  tot  75 %  voor  overheidsinstanties, mkb-bedrijven/kmo's  en  non-profitorganisaties).

Actiepunt  3:   BEVORDERING  VAN  EEN  VEILIGER  ONLINEOMGEVING

Actie  3.1:  THEMATISCH  NETWERK:  POSITIEVE  ONLINE-ERVARINGEN  VOOR  JONGE  KINDEREN  BEVORDEREN
In  het  kader  van  het  programma  moet  een  thematisch  netwerk  worden  opgezet  dat  positieve  online- ervaringen  voor  jonge  kinderen  moet  bevorderen  en  de  volgende  taken  krijgt:
a)   het  uitwisselen  van  goede  praktijken,  de  aanpak  van  vraagstukken  en  problemen  bij  het  aanbieden van  inhoud  aan  jonge  kinderen,  met  inbegrip  van  het  bedrijfsmodel  en  het  formuleren  van  aanbevelingen  om  de  productie  en  verspreiding  van  positieve  inhoud  in  heel  Europa  te verbeteren (met  inbegrip  van  lokalisatie).  Deze  activiteit  zal  een  discussieforum  inhouden  waar  producenten en  aanbieders  kunnen  samenkomen  om  online  de  dialoog  aan  te  gaan  over  online-inhoud  voor kinderen;
b)  het  bespreken  van  de  haalbaarheid  van  en  de  eisen  in  verband  met  een  veilige  browser  voor kinderen/het  opstellen  van  witte  lijsten  met  inbegrip  van  suggesties  voor  toezicht  op  websites  voor kinderen  en  systemen  om  deze  te  beoordelen.  Bij  de  eisen  moet  ook  rekening  worden  gehouden met  de  toegankelijkheidsbehoeften  van  kinderen  met  een  handicap.  Nieuwe  of  verbeterde  technische  oplossingen  op  dit  gebied  vallen  evenwel  niet  onder  dit  thematische  netwerk  maar  worden onderzocht  in  het  kader  van  een  project  voor  kennisuitbreiding;
c)   het  formuleren  van  voorstellen  voor  de  invoering  van  een  wedstrijd  op  Europese  schaal;
d)  het  opstellen  van  een  verslag  waarin  een  overzicht  wordt  gegeven  van  de  markt  voor  positieve inhoud  voor  kinderen  in  Europa.
Financiering   tot   100 %   van   een   beperkt   aantal   subsidiabele   kosten   voor   thematische   netwerken (rechtstreekse  kosten  voor  de  coördinatie  en  de  opzet  van  het  netwerk).

Actiepunt  4:   AANLEGGEN  VAN  EEN  KENNISBASIS

Actie  4.1:  PROJECT  KENNISUITBREIDING:  DE  IMPACT  VAN  DE  CONVERGENTIE  VAN  TECHNOLOGIE  OP JONGE  KINDEREN
Er  worden  voorstellen  ingewacht  met  betrekking  tot  een  kennisuitbreidingsproject  om  via  een  kwantitatieve  en  kwalitatieve  methode  na  te  gaan  op  welke  wijze  de  veranderende  voorwaarden  inzake toegang  en  gebruik  (mobiele  apparatuur)  grotere  of  kleinere  risico's  voor  de veiligheid  van  kinderen met  zich  brengen.

Projecten  voor  kennisuitbreiding  worden  gefinancierd  tot  100 %  van  de  subsidiabele  kosten  (zoals vastgesteld  in  de  modelsubsidieovereenkomst),  maar  de  indirecte  kosten  (algemene  kosten)  worden niet  gesubsidieerd.

Actie  4.2:  PROJECT  KENNISUITBREIDING:  HET  IN  KAART  BRENGEN  VAN  KINDVRIENDELIJKE  ZOEKMACHINES  EN  BROWSERS
Er  worden  voorstellen  ingewacht  met  betrekking  tot  een  kennisuitbreidingsproject  om  na  te  gaan welke  technische  bekwaamheid  nodig  is  om  inhoud  te  vinden  die  geschikt  is  voor  kinderen  en  deze beschikbaar  te  stellen  via  kindvriendelijke  zoekmachines/browsers.
Projecten  voor  kennisuitbreiding  worden  gefinancierd  tot  100 %  van  de  subsidiabele  kosten  (zoals vastgesteld  in  de  modelsubsidieovereenkomst),  maar  de  indirecte  kosten  (algemene  kosten)  worden niet  gesubsidieerd.
 

Overall  priority  will  be  given  to  large-scale  projects  built  on  a  wide  partnership  involving organisations  from  a  significant  number  of  EU Member  States/eligible  EFTA  States  and offering a true European scope and relevance. The projects under this call for proposals shall focus  on  the  annual  priorities  described  below.They  must  consist  of  transnational  projects, studies  and  research,  exchange  of  best  practice,  training,  study  visits,  staff  exchanges, seminars, meetings, conferences or a combination of these. Specific attention will be given to new types of addictions with regard to use of new psychoactive substances.

Proposals  must  demonstrate  their  innovation  and  show  that  there  is  no  duplication  with existing activities, including those foreseen by the EMCDDA – European Monitoring Centre for Drugs and Drug Addiction

Priorities:
 
- Ensure the expansion of the knowledge base, the exchange of information and
identification  and  dissemination  of  good  practices  in  the  area  of  drug-demand
reduction (Priority code: KNOB)

- Raise awareness of the health and social problems caused by drug use or which
influence drug consumption, and to encourage an open dialogue with a view to
promoting a better understanding of the phenomenon of drugs (Priority code:
AWAR)

- Support  measures  aimed  at  preventing  drug  use,  including  by  addressing
reduction of drug-related harm and treatment methods taking into account the
latest state of scientific knowledge (Priority code: PREV)

- Projects aimed at the involvement of civil society in the implementation of the
European  Union's  Drug  Strategy  and  Action  Plans  on  Drugs  (Priority  code:
CIVI)

- Projects  aimed  at  the  monitoring,  implementation  and  evaluation  of  specific
actions under the Drugs Action Plan 2009-2012 (Priority code: DRAP)

Samenleven in diversiteit brengt met zich mee dat taalproblemen een degelijke dienst- of hulpverlening kunnen belemmeren of verhinderen. In die situaties waarin de anderstalige het Nederlands onvoldoende beheerst, kunnen hulp- en dienstverleners beroep doen op tolk- of vertaalhulp. Diensten voor sociaal tolken en sociaal vertalen zorgen op deze manier voor een continue toegankelijkheid van overheidsdiensten en maatschappelijke instellingen en voorzieningen.

Sociaal tolken en sociaal vertalen zorgen niet enkel voor een toegankelijke en inclusieve dienstverlening, vanuit een breder perspectief helpen zij mee de volwaardige participatie van de anderstalige aan de samenleving te bevorderen. In die zin zijn de instrumenten sociaal tolken en sociaal vertalen geen exclusieve middelen, maar dienen zij samen met andere instrumenten ontwikkeld en ingezet te worden om te komen tot een volwaardig burgerschap voor iedereen.
 
Dit onderzoek wenst na te gaan hoe en waarom dienstverlenende organisaties de instrumenten sociaal tolken en sociaal vertalen inzetten en of dit optimaal gebeurt, rekening houdende met het bestaan van andere instrumenten en de beoogde doelstellingen van deze instrumenten binnen verschillende gebruikerscontexten. Aansluitend dienen de effecten op de toegankelijkheid van de dienstverlening enerzijds en op de integratie van de anderstalige anderzijds te worden onderzocht.

Kandidaten kunnen tot en met 17 februari 2012 een projectvoorstel indienen via de ESF-webapplicatie. Het project start op 1 april 2012.

Conference grants may be awarded for the organisation of conferences that correspond to the three objectives of the Health Programme. To be awarded funding, conferences should directly promote the priorities of the EU as set out in Commission Communication COM (2010)2020 of 3 March 2010 EUROPE 2020: A Strategy for smart, sustainable and inclusive growth4. Issues that are particularly relevant include active and healthy ageing, including health promotion and prevention of diseases; prevention of health inequalities, including ensuring better access to health care for all and questions relating to the health workforce. Conferences must have a broad European dimension and they have to be organised by a public or non profit making body established in a country participating in the Health Programme and which has relevant experience of co-operation at EU level.

Applicants should ensure that the conferences build on and contribute to the dissemination of the results of other actions, in particular projects and joint actions of the  second Health Programme and, where appropriate, the previous Public Health Programme or other relevant EU funding programmes. — de promotie en circulatie van Europese audiovisuele en cinematografische werken te vergemakkelijken en aan te moedigen, in het kader van zowel commerciële evenementen als vakmarkten en audiovisuele festivals in Europa en wereldwijd, voor zover deze evenementen een belangrijke rol kunnen spelen bij de promotie van Europese werken en de vorming van netwerken van vakmensen;

— de vorming van netwerken van Europese exploitanten aan te moedigen door ondersteuning van geza­menlijke acties die op de Europese en de internationale markt door publieke of particuliere nationale promotie-instellingen worden ondernomen.

De oproep tot het indienen van voorstellen 35/11 biedt een kader-partnerschapsovereenkomst met een looptijd van 3 jaar.

De doelstelling is acties te ondersteunen die beogen:

— de circulatie van Europese audiovisuele werken te verbeteren door de Europese audiovisuele sector toegang te bieden tot de professionele Europese en internationale audiovisuele markten;

— de totstandbrenging van een economisch partnerschap tussen landen en vakmensen binnen en buiten  het MEDIA-programma aan te moedigen en bij te dragen tot een betere wederzijdse kennis en een beter wederzijds begrip.

Een project mag maximaal twaalf maanden duren. Activiteiten dienen op zijn vroegst op 1 juni 2012 van start te gaan, en moeten op 31 december 2012 zijn beëindigd.

Jaarlijkse  exploitatiesubsidies  2012: Steun  vanuit  het  Jean  Monnet-programma,  kernactiviteit  3  —  voor  Europese  verenigingen  die  in Europees  verband  werkzaam  zijn  op  het  gebied  van  Europese  integratie  en  onderwijs  en  opleiding

De  oproep  tot  het  indienen  van  voorstellen  beoogt  organisaties  te  selecteren  om  jaarlijkse  exploitatiesubsidieovereenkomsten  te  sluiten  voor  het  begrotingsjaar  2012.  Zij  heeft  geen  betrekking  op  organisaties  die met  het  Uitvoerend  Agentschap  Onderwijs,  audiovisuele  media  en  cultuur  („het  Agentschap”)  een  kaderpartnerschapsovereenkomst  voor  2011-2013  hebben  gesloten.

Deze  oproep  tot  het  indienen  van  voorstellen  heeft  tot  doel  de  activiteiten  te  ondersteunen  van  Europese verenigingen  voor  onderwijs  en  opleiding  die  zich  bezighouden  met:
—  onderwerpen  op  het  gebied  van  Europese  integratie  en/of
—  verwezenlijking  van  de  doelstellingen  van  het  Europees  beleid  voor  onderwijs  en  opleiding.

Ten  behoeve  van  de  uitvoering  van  kernactiviteit  3  van  het  Jean  Monnet-programma  zijn  voor  deze  oproep tot  het  indienen  van  voorstellen  de  volgende  specifieke  doelstellingen  vastgesteld:
—  ondersteunen  van  kwalitatief  hoogwaardige  Europese  verenigingen  die  bijdragen  aan  het  vergroten  van de  kennis  en  het  bewustzijn  van  het  Europese  integratieproces  door  middel  van  onderwijs  en  opleiding;
—  ondersteunen  van  kwalitatief  hoogwaardige  Europese  verenigingen  die  bijdragen  aan  de  uitvoering  van ten  minste  een  van  de  strategische  doelstellingen  van  het  strategisch  kader  voor  Europese  samenwerking op  het  gebied  van  onderwijs  en  opleiding;

De  activiteiten  van  het  voorgestelde  werkprogramma  moeten  bijdragen  aan:
—  het  vergroten  van  de  kennis  en  het  bewustzijn  van  het  Europese  integratieproces  door  middel  van onderwijs  en  opleiding  en/of
—  de  uitvoering  van  ten  minste  één  van  de  volgende  strategische  doelstellingen  van  het  „ET  2020”:
1.  verwezenlijking  van  Een  leven  lang  leren  en  mobiliteit;
2.  verbetering  van  de  kwaliteit  en  efficiency  van  onderwijs  en  opleiding;
3.  bevordering  van  rechtvaardigheid,  sociale  cohesie  en  actief  burgerschap;
4.  versterking  van  creativiteit  en  innovatie,  waaronder  ondernemerschap,  op  alle  niveaus  van  onderwijs en  opleiding.

The global objective of this grant scheme is to build technology transfer and commercialization capacities of Higher Education Institutions (HEI) and Public Research Organizations (PRO) in order to contribute to sustainable regional development and industry competitiveness of high value added sectors of the economy and knowledge based SMEs.

The specific objective of this Call for Proposals is to support innovation commercialization in public R&D sector in order to bridge the gap between the pre-commercial and commercial phases of R&D in Croatia, and thus create a productive environment where innovation capacity can grow and develop.

The priority issues for this Call for Proposals include the following:

Lot 1: Improvement of regional and national innovation system by establishment/development of professionally facilitated technology transfer services across regional/national networks of HEIs and/or PROs.

Lot 2:  Enhancement of the science-industry/business collaboration in order to enable the HEIs and PROs to effectively interact with business sector and thus to better serve the needs of industry.

Activities might include but would not be restricted to the following:

a) Research result-related activities:

1. Assistance and advice in identification of opportunities for research and development (R&D) in favour of business development; 

2. Industrial/applied R&D in cooperation with business stakeholder(s);

3. Proof of concept development;

4. Developing a prototype with the involvement of a commercialising partner; 

5. Undertaking trials and testing with a commercialising partner; 

6. Technical development that will offer a competitive edge or improve points of differentiation; 

7. Incorporation of the technology into an existing product, service or process; 

8. Market research which validates the commercial strategy and route to market; 

9. Undertaking an assessment of potentially competing technologies to validate unique selling points; 

10. Undertaking product demonstrations to potential customers or evaluation of the technology by potential end users. 

b) Knowledge diffusion and networking activities

Knowledge diffusion and networking gives opportunities for recognition and better positioning of technology and knowledge transfer services within economical system. Concretely, the proper activities increases direct accessibility to the targeted audience and also contributes to the development of (future) partnerships for better utilisation of services within the Action. Networking should follow multi-target approach embracing major stakeholders: firstly, it should include R&D community and business community but also local/regional communities and networks, national and international networks.

1. Development and dissemination of information and advertising materials (leaflets/brochures/newsletters)

2. Organisation of conferences, workshops and dissemination of materials on good practices for (i) promotion of industrial exploitation of new technologies and (ii) strengthening of market-orientedness of HEIs and PROs 

3. Training on industrial technology exploitation in/for specific technology sector 

4. Organisation of networking activities with companies, other national innovation support units, other HEIs and PROs, financial institutions, and similar. 

5. Development of the action’s web site

6. Organisation of press conferences

7. Organisation of visibility events 

Literaire vertaalprojecten (van maximaal 24 maanden) (deel 1.2.2)

Dit deel betreft vertaalprojecten. De communautaire steun voor literaire vertaling is gericht op het verbeteren van de kennis van de literatuur en het literaire erfgoed van mede-Europeanen door het verkeer van literaire werken tussen landen te bevorderen. 

This programme is recognised as  an 'actor-oriented programme' and thereof it is aimed at strengthening civil society organisations and their capacities as a pre-condition for a more equitable, open and democratic society by providing support to their 'own initiatives'. The global objective of this Call for Proposals is to promote an inclusive and empowered society and therefore contribute to the strengthening of poverty reduction through promoting better governance and improved citizens' participation in the policy making process. The programme supports actions with the aim to improve governance and promote an inclusive and empowered society in Vanuatu by i) improving citizens access to public services and quality of public services; ii) engaging effectively citizens in policy making process; iii) strengthen capacity of civil society organisations in policy, advocacy and awareness activities; iv) facilitating state and non-State interactions in different context.  

The specific objective (s) of this Call for Proposals are to support actions aimed at promoting accountability and transparency of definition and implementation of public policies with special emphasis on the Priorities and Action Agenda (2006-2015) through i) Actions that aim at the monitoring/public information about policy design and  implementation; ii) policy and advocacy work, political awareness, iii) promoting partnerships and dialogue between civil society organisations and policy makers, in different sectors as well as at different levels. Special attention will be given to those projects that take into account most disadvantaged sectors of the population such as women, young people and those living in remote areas. 

Capacity building activities of NSAs at national or local levels are already covered by the current EDF’s NSA project and are therefore not eligible for financing under this programme.

Whenever possible, particular attention should be paid to cross-cutting issues contributing to the achievement of the global objective of poverty reduction, such as the promotion of gender equality, human rights and democracy, the protection and promotion of children's rights, integration of environmental questions, respect of the rule of law and fight against HIV/AIDS.

Considering the nature of the programme, which encompasses a wide range of activities and sectors, and the various priorities and sectors/actors being targeted, the results to be expected from these interventions are very diverse. Amongst others, expected results could consist of: i) increased transparency of policy making process and policy implementation; ii) better access to public services and the quality of the services; iii) strengthened impact of NSA's policy and advocacy work; iv) effective and constructive dialogue between civil society/citizens and government. 

Types of action

The programme supports actions related to strength governance and promote an inclusive and empowered society in Vanuatu through i) improving citizens access to public services and quality of public services; ii) engaging effectively citizens in policy making process; iii) strength capacity of civil society organisations in policy, advocacy and awareness work; iv) facilitating state-society relations.  

Types of activity

Activities related to increase transparency, citizens participation and state-society. These implies a wide range of different activities including monitoring policy design and  implementation; policy and advocacy work, political awareness; aimed at building partnerships and space of dialogue between civil society organisations and policy makers, in different sectors as well as at different levels.

• actions concerned only or mainly with individual sponsorships for participation in workshops, seminars, conferences, congresses;

• actions concerned only or mainly with individual scholarships for studies or training courses; 

• one-off conferences: conferences can only be funded if they form part of a wider range of activities to be implemented in the life-time of the action. For these purposes, preparatory activities for a conference and the publication of the proceedings of the conference do not, in themselves, constitute such "wider activities"

• actions in the formal education sector which are covered by a SWAp (and therefore under the Ministry of Education strategy).

• actions which consist exclusively or primarily in capital expenditure, e.g. land, buildings, equipment and vehicles;

• actions which discriminate against individuals or groups of people on grounds of their gender, sexual orientation, religious beliefs or lack of them, or their ethnic origin;

• actions supporting political parties;

• actions including proselytism.
