The global objective of this Call for Proposals is:
• To contribute to the creation of the conditions for balanced and sustainable economic development across all the Economic regions of Kosovo.
The specific objectives of this Call for Proposals are:
• Contribute to the consolidation of the five economic regions and the creation of a regional development framework which is in line with EU practice; and
• Support economic regeneration, job creation and human resource development in the Economic regions.

• Support economic regeneration, job creation and human resource development in the Economic regions.
Location
Actions must take place in Kosovo (UNSCR 1244) in one or several economic regions as described in Section 1.1.
Actions cannot take place in those municipalities that have not signed the RDA Agreement.
Types of action - Priorities
The following types of action/priorities may be financed under this call:
1. Creating the Conditions for Competitive Businesses
Examples of activities which may be financed under this action/priority:
• The provision of business centres and facilities to support start-up businesses;
• The development of technology support centres and applied research centres;
• Development of strategic sites for business development and/or appropriate servicing of such sites;
• Activities to develop, improve and promote tourism. Develop and market targeted tourism product packages for selected target group (e.g. hiking, water sports, fishing, winter sports,
eco- and agro-tourism);
• Support cooperative production, group marketing and promotion;
• The provision of advice and information in design, innovation, licensing, marketing and product development;
• The development of regional branding and its use across agricultural and horticultural products;
• Support/create producer-supplier chains;
• Increase local/regional added value by promoting processing of local agricultural produce in the region or vicinity;
• Stimulate substitution of non-regional products by regional production;
• Improve accessibility of markets for regional production;
• The provision of vocational training services aimed particularly at the needs of the labour market and tourism opportunities;
• Promotion, advocacy and awareness raising actions to increase businesses' and individuals’ commitment to training and professional development;
• The provision of information, advice, guidance, and support for individuals to support them in taking up training and employment opportunities including self-employent.
2. Small-Scale Regional Infrastructure.
Examples of activities which may be financed under this action/priority:
• Establishing and efficient regional public transportation system linking residential areas, markets and workplaces;
• Upgrade access roads to industrial zones, business parks and incubators;
• Signposting industrial areas, business centres and incubators;
• Signposting and improvements to access to tourist facilities/sites.
(1) In order to be eligible for a grant, applicants must:
• be legal persons and
• be non profit making and
• be directly responsible for the preparation and management of the action with their partners, not acting as an intermediary.
(2) Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations which are listed in Section 2.3.3 of the Practical Guide to contract procedures for EC external actions (available from the following Internet address:

In part B section VI of the grant application form (“Declaration by the applicant”), applicants must declare that they do not fall into any of these situations
(3) Entities located in the municipalities that have not signed the RDA Agreement can not be potential
applicants.
The overall indicative amount made available under this call for proposals is EUR 7,400,000.00 equally distributed among the 5 economic development regions as per the table below. The Contracting Authority
reserves the right not to award all available funds.
Size of grants
Any grant awarded under this Call for Proposals must fall between the following minimum and maximum amounts:
• minimum amount: EUR 150,000
• maximum amount: EUR 500,000
A grant may not be for less than 65 % of the total eligible costs of the action. In addition, no grant may exceed 90% of the total eligible costs of the action (see also section 2.1.4). The
balance must be financed from the applicant's or partners' own resources, or from sources other than the European Union budget or the European Development Fund.
Five information sessions on this call for proposals will be held in different regions in Kosovo to provide the potential applicants with further information for the Application. The arrangements for these information sessions will be communicated through the same means as this call for proposals during March / April 2010.
