The 2010 call for proposals for operating grants aims at the following objective of the programme:
• to stimulate, promote and develop horizontal methods and tools necessary for strategically preventing and fighting crime and guaranteeing security and public order;
• to promote and develop best practices for the protection and support witnesses; and
• to promote and develop best practices for the protection of crime victims.
The aim of the operating grants is to support the implementation of the annual activity programme of
non-governmental organisations during their financial year starting in 2010 and not to support single
actions.
Operating grants may be awarded to non-governmental organisations which, as described in their statute and activity programme for 2010 are active in the following areas:
• preventing juvenile crime, urban crime or drug related crime, and facilitating different forms of restorative justice and mediation. They should develop mechanisms related to renunciation of violence
and tackle antisocial behaviour, via organisation of preventive programmes of education and training, counselling, sport and physical activity; improving transparency and accountability3 of non-profit organisations in the European Union and thus contributing to the protection of these organisations against any abuse of financial criminal nature;
• fight against trafficking in human beings and against sexual exploitation of children.
• protection and support of crime victims and witnesses of crime, including of terrorism
Organisations meeting the following criteria can submit proposals:
• the organisation has been legally established in accordance with the law of one of the Member States
of the European Union;
• the organisation is non-governmental;
• the organisation is not profit-making;
• the organisation regularly pursue, with a European dimension, activities as described in section 3 of
this Call for proposals.
European dimension is defined for the purposes of this call for proposals as follows:
Conditions on the structure
– Organisations that have a corporate or organisational structure in at least 4 of the EU Member States
through their own offices or branches;
or
– Organisations that work through a formalised cooperation with partners or member organisations in at
least 7 EU Member States and whose work is coordinated by a joint secretariat. In such case only
costs of the secretariat and its activities can be considered eligible.

Conditions on the activities
– the organisation’s annual activity programme, submitted together with the application form, includes
activities which have a demonstrated European dimension, involving activities reaching out to at least
7 EU Member States.
NOTE: Applicants must demonstrate, in their application, that they have pursued activities with a
European dimension before the submission of the application. Potential networks or partnerships still to
be set up will not be accepted.
The total amount allocated in 2010 for support of the existence and functioning of organizations described in the Section 4 is € 1.500.000 (maximum funding: 80% of the total eligible costs of the projects).
