Doelstellingen
The overall objective of this Call for Proposals is to strengthen the role of NSAs at the national and provincial level. The specific objective is to : promote policy dialogue between NSAs and government.
Budget
The overall indicative amount made available under this call for proposals is PGK2,600,000. The Contracting Authority reserves the right not to award all the available funds.
Size of grants
Any grant awarded under this programme must fall between the following minimum and maximum amounts:
• minimum amount : PGK120,000
• maximum amount: PGK200,000
In addition, no grant may exceed 90% of the total eligible costs of the action (see also section 2.1.4). The balance must be financed from the applicant's own resources, or from sources other than the European Development Fund.
Wie kan deelnemen
• be registered in PNG and
• be non profit making and
• be nationals of Papua New Guinea, a Member State of the European Union or of the ACP countries, and
• be directly responsible for the preparation and management of the project and not be acting as an intermediary
Applicants may act individually or with associate organisations.
Applicants’ Associates may participate in designing and implementing the action, but the costs they incur are not eligible for funding under by the grant. Government agencies may qualify as Associates.
Sub contractors
The grant beneficiaries may award contracts to subcontractors. Subcontractors are not Associates and are subject to the procurement rules set out in Annex IV to the standard grant contract.

Eligible projects
Projects that may be financed under this Call for Proposals should:
Strengthen the role of NSAs in their work in policy dialogue, advocacy, civic education and networking.
Examples of eligible projects and activities include:
- Research and policy formulation
- Lobbying and advocacy
- Monitoring of government and donor policies
- Promotion of NSA-Government dialogue on human rights, gender issues, child rights etc.
- Electoral monitoring
- NSA co-ordination
- Promotion of transparency and accountability in government
- Voter education
Location
Projects must take place within Papua New Guinea.
