The overall objective of the programme is to promote the political recognition and engagement of the local authorities as important players and partners of development.
The specific objective of the programme is to promote and strengthen the capacity of LAs in ACP countries; in particular it is sought to strengthen LAs representative institutions from the national level up to the international level so that they will be able to take part in the implementation of development policies, in particular with the EU, and play a political role as provided for by the Cotonou Agreement
The below list of activities is only indicative. In the methodological part of their application applicants are required to define how each activity will be implemented, and how it will address the objectives of the programme:
Result 1:
- Support national associations of LAs and strengthen local authorities' ownership of these
associations through participatory processes;
- Support the creation of national associations of LAs where these have not yet been established;
- Support the creation of communication and policy strategies of national associations of LAs, with
the participation and input of local authorities;
- Support the creation of an information/best practice network and linkages between the different
associations and local authorities;
- Support the creation of documentation centres and databases where appropriate;
- Support the dissemination and appropriation of information on the Cotonou Agreement and
possibilities for LAs to get involved;
- Support the promotion of participation in political dialogue at national level and with European
Commission Delegations in ACP States;
- Support capacity development as relevant.
Result 2:
- Support regional local authorities associations (RLAA) and strengthen the national associations'
ownership of these associations through participatory processes;
- Support the creation of communication and policy strategies of regional associations of LAs, with
the participation and input of national associations;
- Support the dissemination and appropriation of information on the Cotonou Agreement and
possibilities for LAs to get involved;
- Support the organization of regional best practice seminars and awareness-raising;
- Support the creation of information and communication tools;
- Support the creation of documentation centres and databases as appropriate;
- Support capacity development as relevant
Result 3:
- Support the creation and/ or the strengthening of capacities of the continental or sub continental
level if relevant;
- Support the creation and management of an information network and the establishment of linkages
between actors at ACP continental and/or sub continental level;
All Results:1
- Through the reinforcement of technical capacities, support the participation of the Regional Local
Authority Associations in the ARIAL Steering Committee, a Committee which will be created to
provide strategic guidance to the overall ARIAL Programme.
- Participate in Steering Committee Meetings as an observer.
- Coordinate with the ACP Local Government Platform (ACP LGP), who is in charge of
representing LAAs in the ACP/EU development policy dialogue. ACP LGP also organises, and
covers the cost for the participation of local authority associations in the 6-monthly Steering
Committee Meetings, and is responsible for feeding information on the Cotonou Agreement
through to RLAAS, LAAs and LAs.
- Provide the resources to cover needs inside the LAAs:
§ Salaries of technical staff in ACP national association of LAs as appropriate;
§ Salaries of 6 technical staff in the 6 ACP RLAA that are to be strengthened by this
project.
Target group:
The core target group will be existing national and regional local authority associations, which are
still to be identified by the successful candidate. Applicants will explain the methodology with
which they plan to select/ or have already selected the associations who will receive their support.
· applicant(s) who may request a grant (2.1.1), and their partners (2.1.2),
· actions for which a grant may be awarded (2.1.3),
· types of cost which may be taken into account in setting the amount of the grant (2.1.4).
2.1.1 Eligibility of applicants: who may apply ?
(1) In order to be eligible for a grant, applicants must:
· be non profit making and
· be the mandated representatives of consortia, already constituted or within the process of
constituting themselves as detailed in paragraph 2.1.2, and bringing together organisations such
as non-governmental organisations, public institutions or local authorities as defined by Article
43 of the Implementing Rules to the EC Financial Regulation,2 and
· be nationals3 of a Member State of the European Union or the ACP Group of States including
South Africa as stipulated in the basic act and
· be directly responsible for the preparation and management of the action with their partners, not
acting as an intermediary.
The overall indicative amount made available under this call for proposals is EUR 5 164 000. The
Contracting Authority reserves the right not to award all or any of the available funds.
Size of grants
Any grant awarded under this programme must fall between the following minimum and maximum
amounts:
· minimum amount: EUR 4 300 000
· maximum amount: EUR 5 164 000
