Zambia: Non State Actors and Local Authorities in Development 2011-2012
The global objective of this Call for Proposals is: To strengthen Local Authorities in Zambia as a precondition for a more equitable, open and democratic society, as well as strengthen their capacity to deliver services to the citizens and in particular the most disadvantaged groups of the population.
The specific objectives of this Call for Proposals are:
• Local authorities' have delivered improved services in the areas of preventive health, water and sanitation and waste management and strengthened their respective capacity.
• Participation of communities in local governance is strengthened and government's accountability at local level is enhanced.

In order to be eligible for a grant, applicants must:
• be legal persons and
• be non profit making and
• be Local Authorities (LA) or associations of Local Authorities from a Member State of the European Union or from Zambia, constituted in accordance with the Legislation in force in the Country concerned and
• be established in a Member State of the European Union and/or Zambia. This obligation does not apply to international organisations and
• be directly responsible for the preparation and management of the action with their partners, not acting as an intermediary.
• Local authorities from a member State of the European Union can only be considered eligible when the action is based on an initiative of local authorities` partners and ensure their involvement during all stages of the action implementation. Local authorities originating from the EU which propose an action must demonstrate an established and effective partnership with local authorities in Zambia.
The overall indicative amount made available under this Call for Proposals is EUR 1,600,000.
Size of grants: Any grant requested under this Call for Proposals must fall between the following minimum and maximum:

• minimum amount: EUR 200,000
• maximum amount: EUR 400,000
An information session on this Call for Proposals will be held on 1st March at 14 hours at the EU Delegation conference room - Plot 4899, Los Angeles Boulevard, Longacres - Lusaka.
