Sri Lanka: Non-State Actors (NSA) and Local Authorities (LA) in Development

The thematic programme “Non-State Actors and Local Authorities in Development” is a development policy instrument of the European Consensus on Development. It replaced the NGO co financing and decentralised cooperation budget lines and has its legal basis in Article 14 of Regulation (EC) No 1905/2006 stablishing a financing instrument for development cooperation (DCI) .

This call for proposals is launched under the thematic programme ‘Non State Actors (NSA) and Local Authorities (LA) in Development'. It aims at co-financing initiatives proposed and carried out by civil society organisations originating from the EU and Sri Lanka in the areas of Sustainable Development and Poverty Reduction.

The 'NSA-LA in Development' thematic programme considers that there is a clear need to strengthen the capacity of local organisations in developing countries. It also seeks to inform citizens about their rights, to increase their capacity to understand the policies of their own government and policies of other global actors, and the impact of those policies on poverty and inequality. The call will provide Civil Society Organisations the space and opportunity to propose "actor-oriented" innovative actions, aimed at strengthening of civil society for a more equitable, open and democratic society.

The global objective of this Call for Proposals is: to support operations, which promote an inclusive and empowered society in Sri Lanka by 

(i) Benefitting populations excluded from main stream services, resources and excluded from policymaking processes;

(ii) Strengthening the capacity of civil society organisations of the targeted communities in Sri Lanka to become active participants in defining and implementing poverty reduction and sustainable development strategies.

(iii) Facilitating better cooperation and partnership between state and non-state actors for sustainable development and poverty reduction in Sri Lanka. 

The specific objectives of this Call for Proposals are:

· To create, strengthen and enable communities in the target areas who will actively analyse the causes of poverty and develop strategies to deal with them on a long-term basis.

· Civil society groups engage Local Authorities (LAs) in innovative partnerships for good governance and accountability in the targeted areas.

 

Thematic Priorities of this call for proposals:

· Inter and intra community involvement to promote reconciliation and collaboration for sustainable development.

· Advocate and foster a strong involvement of Local Authorities to promote good governance, accountability and services.

· Enable and integrate marginalised groups and individuals in the communities to contribute to them and their communities' development.

· Initiatives to promote access notably to markets, legal documents, land and livelihoods thereby promoting economic and social justice through empowerment.

Begunstigden: 

 

In order to be eligible for a grant, applicants must:

· be legal persons and

· be non profit making and

· be Non-State Actors (NSA) constituted in accordance with the legislation in force in the applicant’s country of registration and

· be nationals of Sri Lanka or of a Member State of the European Union.

· either the applicant or at least one of its partners has its headquarters in Sri Lanka, and

· be directly responsible for the preparation and management of the action with their partners, not acting as an intermediary and

· be able to demonstrate previous experience in managing activities in the field of development of the kind covered by this programme. Applicants from a Member State of the European Union must have carried out such activities at least during the last three years at the time of the submission of an application, for applicants from Sri Lanka this requirement is limited to the last two years. 

Budget: 

 

The overall indicative amount made available under this Call for Proposals is EUR 2,134,000

Size of grants

Any grant requested under this Call for Proposals must fall between the following minimum and maximum amounts:

· minimum amount: EUR 150,000

· maximum amount: EUR 400,000

Minimum percentage: 55% of the total estimated eligible costs of the action.

An information session on this Call for Proposals will be held on 27th January 2012 at 09:00 hours. To register your participation in the information session, please send an email with your name, organisation, and number of participants to delegation-sri-lanka-nsa@ec.europa.eu at the latest by 24th January 2012. Participation will be limited to 50 participants and to one representative per organisation.
